Yes been before. On the beach itself it is for genuine naturists. However in the sand dunes or near the very big tree there may be opportunities for other activities.

there are 2 areas at pap beach. By sunrise Ave there's a track leads to a big tree. The tree is a known cruising spot.
Opposite Pacific coast village is a boardwalk (100m east of big tree). At the bottom head east for m or so and there is the more popular nudist area on the beach. Dunes behind for fun but be discreet....

You may have more luck later in the week...or move around a bit too. You can pretty well walk anywhere around there completely naked just maybe keep a towel handy
